What is a Memorandum of Understanding (MOU)?

An MOU is a disaster-specific document that outlines an agreement between communities or agencies and defines responsibilities and recovery efforts. They are often established between hospitals, healthcare providers, vendors, and local and federal agencies. Food, potable water, pharmaceuticals, emergency equipment, personnel, and transportation are examples of resources shared. MOUs should include accurate verbiage for priority and immediate services and point of contact information.
